WW6124 - Director, Policy Development - (Full-time) -Independent Hospital Pricing Authority , Sydney, NSW

IHPA is seeking candidates with demonstrated leadership skills to manage a small team responsible for a range of policy deliverables.

The Director Policy Development plays a key role in supporting the Chief Executive Officer and Executive Director, Activity Based Funding to manage all policy matters. Specifically, the Director is responsible for driving IHPA’s annual Work Program including some key deliverables such as the Pricing Framework for Australian Public Hospital Services.

Responsibilities / Duties: 
  • Leading and managing the Section;
  • Supporting the Chief Executive Officer (CEO) and Executive Director (ED) ABF with regards to policy and other matters as they arise, including the delivery of the IHPA Work Program;
  • Developing each year in collaboration with the ED ABF the draft Pricing Framework, National Efficient Price (NEP) Determination, National Efficient Cost (NEC) Determination and scope of public hospital services;
  • Overseeing the public submissions processes for key IHPA publications, such as the draft Pricing Framework and Work Program;
  • Developing ministerial, Pricing Authority, committee and other correspondence within the timeframes determined by the CEO and ED ABF;
  • Managing the release of information in accordance with IHPA’s internal policies and legislative requirements;
  • Developing and reviewing policies, procedures and frameworks, as required, to support IHPA in effectively undertaking its role;
  • Overseeing the project established to determine options on pricing for safety and quality;
  • Establishing and managing relationships with internal and external stakeholders;and
  • Managing several internal committees, in particular the Clinical Advisory Committee.
  • Highly developed ability to think and act strategically and contribute to the development, implementation and evaluation of corporate vision and narrative.
  • A clearly demonstrated ability to oversee development, implementation and evaluation of complex policies and frameworks.
  • An understanding of the role of IHPA and of state and territory hospital systems.
  • Recent experience in the management of complex stakeholder negotiations will be a distinct advantage.
  • Demonstrated high performance in communicating complex and sensitive issues successful to various audiences including Ministers and staff, representatives of state and territory jurisdictions, steering committees and IHPA management and staff.

  • Qualifications in a related health profession or health policy development will be an advantage.
